Hello! I'm so sorry for the late reply. Are you still pushing through with your plan on going to Singapore this year?
Singapore is a very very safe country, so if you're on a budget, their hostels and inexpensive hotels are safe choices.
As for tickets, I often get the walkabout tickets, I find it is better if you can change your vantage points throughout the race, so you'll have more variety in your photos/videos. I haven't tried the grandstand tickets yet, but I'm sure they are also good.
